The Home Office Pathologist has advised that he has provisionally determined, that one of the deceased victims would appear to have suffered a wound consistent with a gunshot injury.
It is currently believed that the suspect, Jihad Al Shamie, was not in possession of a firearm and the only shots fired were from GMP's Authorised Firearms Officers as they worked to prevent the offender from entering the synagogue and causing further harm to our Jewish community. It follows therefore, that subject to further forensic examination, this injury may sadly have been sustained as a tragic and unforeseen consequence of the urgently required action taken by my officers to bring this vicious attack to an end.
We have also been advised by medical professionals that one of the three victims currently receiving treatment in hospital, has also suffered a gunshot wound, which is mercifully not life threatening. It is believed that both victims were close together behind the synagogue door, as worshippers acted bravely to prevent the attacker from gaining entry...
The Thursday attack on Heaton Park Synagogue in Manchester was carried out by a man named Jihad (no, really), as Jews gathered to worship for the Yom Kippur holiday.
Graphic video shows the moment police stopped the attacker, who had rigged fake explosives to himself in an apparent bid to scare the police into staying away:
As indicated by the report, Jihad was attempting to get inside the synagogue, but was barricaded by several individuals holding the door closed. Because the video circulating on social media only shows the end of the engagement, it is unknown how many shots were fired previous to this.
Regardless, based on the evidence and statement from the chief constable, when armed police responded, they shot Jihad without being sure of what was beyond their target. This is one of the Four Universal Laws of Firearm Safety taught to children (at least here in America) when they first learn to shoot.

If the officer(s) had "gotten off the X" and moved so any misses/pass throughs hit the brick exterior instead of the doors/windows, the rounds wouldn't have hurt bystanders.
The question of competence immediately has to come into play.
British cops are generally not armed. They have special units called "armed police" that are supposed to be trained to use firearms.
Did the "highly trained" police shoot two victims because 1) they missed their target entirely at a range of only several yards or 2) they were using improper ammunition (for example, full-jacket rounds versus hollow points)?
